Green Finance Centre Highlights 🇵🇬 Inclusive Green Finance progress on the global stage.
The Green Finance Centre (GFC) was pleased to participate and share its success story at Alliance for Financial Inclusion (AFI)'s 15th Inclusive Green Finance (IGF) Working Group meetings held in Port Moresby on 1 September 2026.
Through two technical sessions, GFC highlighted Papua New Guinea’s progress in building an inclusive green finance ecosystem and shared practical lessons on implementing sustainable finance policies, particularly the recently launched Environmental and Social Risk Management (ESRM) Guidelines.
The discussions showcased the importance of coordination among regulators, government agencies, development partners and financial institutions in implementing PNG’s Inclusive Green Finance Policy, the establishment of the Green Finance Centre, the rollout of green finance facilities, the advancement of the PNG Green Taxonomy, and the preparation of ESRM Guidelines.
GFC remains committed to helping translate sustainable finance frameworks into practical action for an inclusive, climate-resilient and green economy in Papua New Guinea.

Green Finance Centre featured at the 2026 UNFCCC’s Standing Committee on Finance (SCF) Forum on Financing Climate Action for Water Systems and the Ocean, sharing an insight into PNG’s recent experiences on mobilizing climate finance.
Mohinesh Prasad, Head of Green Finance Centre joined Himerio Justin Garcia from the Department of Finance, Philippines and Miranda Amade Miguel, Head, Department of Climate Policy Analysis and Strategies, Ministry of Planning and Development, Mozambique for an interactive conversation drawing on complementary national planning, project preparation and financing perspectives.
“One lesson from PNG is that sometimes we describe the problem as a shortage of finance when the underlying constraint is actually the absence of a sufficiently developed pipeline” – Mohinesh Prasad.
The 2026 SCF Forum is being hosted by Australia's Department of Climate Change, Energy, the Environment and Water in partnership with Pacific Islands Forum and the Republic of the Philippines as a build up to the Pre-COP31 forum to be hosted in Fiji and Tuvalu in October 2026.

Green Finance Centre Papua New Guinea proudly showcased its IGF Journey and launched the Green Finance Journal at the Global Inclusive Green Finance Conference held in Port Moresby on 31st August 2026.
George Awap from the Bank of Papua New Guinea, Professor Paresh Narayan at Monash University (founder and President of Asia-Pacific Applied Economics Association (APAEA) and Mohinesh Prasad, from the Green Finance Centre discussed PNG’s progress in moving from policy to practice in institutionalizing Inclusive Green Finance.
Prof Narayan, Managing Editor for the Green Finance Journal, highlighted the determinants of measuring the impactful implementation of green finance policies saying “Measure not only how much green finance is mobilized, but where it goes and whether it generates additional investment. Assess real outcomes including jobs, productivity, financial inclusion and climate resilience. Use strong data and research to create a continuous cycle of policy → implementation → evidence → policy improvement.”

Green Finance Centre Papua New Guinea coordinated green refinancing and guaranteeing on-the-job training sessions to support the operationalization of the Green Finance Facilities.
With the help of GGGI Papua New Guinea under the Agence Française de Développement’s Greening the Pacific Financial System (GPFS) Programme, and in collaboration with Asian Development Bank (ADB), GFC, MiBank PNG and Women's Micro Bank, staff completed hands-on training focused on piloting Green Refinancing and Green Guarantee Facility loan pre-and post-disbursement monitoring procedures.
The sessions were facilitated by Green Finance Experts Sigitas Bubnys and Thierry Mahieux from GOPA AFC.
Through continued collaboration and capacity building, the GFC is committed to supporting financial institutions to expand access to sustainable finance solutions across Papua New Guinea.
