PENNSYLVANIA WELFARE SUPERVISOR ACCUSED OF STEALING $20K IN FOOD BENEFITS FRAUD SCHEME

Sheila McDonald, 46, of Pittsburgh, is accused of misusing her position at the Lehigh County Assistance Office in Allentown to steal 48 Electronic Benefit Transfer (EBT) cards intended for SNAP recipients.

Prosecutors allege the cards were used in more than 270 unauthorized transactions, totaling *$20,558.61 in stolen food benefits*.

Investigators say McDonald worked as the office’s EBT coordinator, responsible for securing cards before they were mailed to recipients. Authorities allege she used recipients’ personal information to activate missing cards and that surveillance footage showed her using one to withdraw cash and make purchases.

A man interviewed by investigators reportedly told authorities that McDonald repeatedly exchanged EBT cards and their PINs for crack cocaine instead of cash.

Following the investigation, McDonald was suspended, her access to state systems was revoked, and replacement cards were issued to affected households.

She faces six felony charges, including theft, access device fraud, receiving stolen property and conspiracy. She was taken into custody but had not yet been arraigned when authorities announced the charges.

She is presumed innocent unless proven guilty in court.
