​Need your advice & wisdom, my Filipino friends 🙏
​Hi everyone, I’m posting this today because I really need some advice from my Filipino friends regarding a water bill issue.

​As many of you know, I’ve been living in the Philippines for 5 years now. I love this country, I respect the people, and I’ve always appreciated the warmth and hospitality here. However, I recently moved into a new apartment 15 days ago and encountered a situation that I find very confusing.

​Here are the facts:
​📄 Official Main Water Bill (from Metro Dumaguete Water):
• Total bill for the building: 6,477.85 PHP for 116 m³
• Official rate: 55.84 PHP per m³ (6,477.85 ÷ 116)

​💧 My Water Usage & What Management Charged Me:
• My actual usage: 8 m³
• Fair water bill based on official rate: 446.72 PHP (8 m³ × 55.84 PHP)
• What management is demanding: 113.87 PHP per m³ (More than double, over 910 PHP total!)

​When I asked why the rate was set at 113.87 PHP, they explained that they added 58 PHP per m³ for an "electric water pump fee".

​However:
​There is NO clause in my lease contract about paying an extra pump electricity fee through an inflated water rate.

​When I kindly asked for a transparent breakdown, instead of providing proof, they simply changed my usage on paper from 8 m³ down to 4 m³ to lower the total amount while keeping the illegal 113.87 rate.

​When I asked for official proof again, they threatened to disconnect the water pump supply to my unit.

​I am more than willing to pay my fair share of the water bill based on the official Metro Dumaguete Water rate (446.72 PHP). But is it normal or legal in the Philippines for a landlord to arbitrarily double the water rate and charge pump electricity fees without any agreement in the contract?

​I don't want any conflict with my landlord, but I want to resolve this fairly and legally. Some friends advised me to present this case to the Barangay Hall for official mediation.

​What do you think is the wisest way for me to handle this? I would truly appreciate your honest thoughts and advice in the comments below.
