CFA USER GROUPS

COMMUNITY FOREST USER GROUP (CFUG) CONSTITUTION & RESOURCE MANAGEMENT PLAN

Integrating Community Livelihoods, Environmental Research, and Biodiversity Advocacy

This framework governs the management, sustainable extraction, ecological monitoring, and conservation advocacy of community forest resources. It establishes structured sub-groups (User Groups) alongside research and advocacy bodies to balance socioeconomic needs with long-term ecosystem health.

COMMUNITY CONSERVATION MANDATE

Guiding Principle: Sustainable utilization of forest resources paired with rigorous environmental monitoring ensures that natural capital is preserved for future generations while supporting local community livelihoods.

1. Executive Summary & Organizational Structure

The Community Forest User Group (CFUG) operates under a collaborative governance model bringing together community resource users, environmental researchers, and biodiversity advocates. The executive committee coordinates access rights, quota allocations, monitoring compliance, and ecological restoration initiatives.

Overview of User Groups & Specialized Committees

Group / Category Primary Activity Sustainability Quota / Regulated Limits Ecological Impact & Mitigation

1. Ballast & Quarrying User Group

Designated stone crushing & ballast extraction in approved zone Max 50 tons/month; strictly confined to designated site Prevents land degradation; mandatory pit backfilling and re-vegetation

2. Firewood Collection Group

Deadwood & pruned branch collection for domestic fuel Permitted 2 days/week; deadwood only; no live tree cutting Prevents canopy damage; rotation of collection zones

3. Fodder & Grass Harvesting

Cut-and-carry grass harvesting for livestock feed Rotational harvesting in designated meadow zones Prevents soil erosion; supports livestock without overgrazing

4. Controlled Grazing Group

Seasonal livestock grazing in designated forest pasture Max 30 head/ha; restricted during seedling regeneration seasons Rotational paddocking; prevents soil compaction and sapling destruction

5. Herbal & Medicinal Plant Group

Non-destructive harvesting of roots, barks, and leaves Max 15% harvest per plant; root-bark strip restrictions Ensures species survival; propagation of rare medicinal plants in nurseries

6. Tree Nurseries & Propagation

Indigenous seedling propagation, distribution, and reforestation Annual production target: 50,000 native saplings Restores degraded canopy; enhances forest biodiversity and carbon sink

7. Non-Timber Forest Products (NTFP)

Wild honey harvesting, wild fruit collection, and eco-crafts Seasonal harvesting following bloom cycles; no chemical smoke Supports pollinator populations; provides alternative rural income

8. Eco-Tourism & Forest Guides

Guided nature walks, birdwatching, and cultural tourism Regulated trail access; max group size 12 persons Generates conservation revenue; minimizes wildlife disruption

9. Environmental Research Unit

Biodiversity audits, carbon assessment, and water purity testing Continuous longitudinal field survey protocols Provides scientific evidence base for adaptive forest management

10. Biodiversity Advocacy Council

Community outreach, policy advocacy, and anti-poaching patrol Monthly awareness forums & bi-weekly joint patrols Protects endangered flora/fauna; ensures compliance with national forest laws

2. Detailed User Group Operational Guidelines

2.1 Ballast & Stone Extraction User Group

Regulations:
Ballast extraction is restricted exclusively to designated, ecologically non-sensitive quarry sites far from riverbanks and water catchments. All operators must hold registered CFUG permits. A mandatory restoration fee is levied per ton extracted to fund quarry site rehabilitation and tree planting.

2.2 Firewood Collection User Group

Regulations:
Harvesting live green trees for fuel is strictly prohibited. Collection is limited to fallen dry wood and approved silvicultural pruning. To reduce forest pressure, the CFUG promotes energy-efficient cookstoves and biomass briquetting initiatives among members.

2.3 Fodder, Grass Harvesting & Controlled Grazing User Group

Regulations:
Grass harvesting utilizes a 'cut-and-carry' methodology to minimize pasture destruction. Livestock grazing is governed by seasonal zone rotations to allow complete vegetation recovery and seedling establishment in newly planted forest sectors.

2.4 Herbal & Medicinal Plants User Group

Regulations:
Traditional healers and herbal collectors must practice sustainable extraction—never strip more than one-third of tree bark or uproot whole mature plants. Members participate in establishing ex-situ herbal gardens within community nursery grounds.

2.5 Tree Nurseries & Reforestation User Group

Regulations:
Focuses on propagating indigenous, climate-resilient, and high-value fruit trees. Seedlings are supplied for community reforestation drives, riparian buffer restoration, and agroforestry integration on private homesteads.

3. Environmental Research & Biodiversity Advocacy Integration

3.1 Environmental Research Unit (ERU)

Mandate:
Conducts regular ecological surveys to track forest canopy density, wildlife populations, soil erosion rates, and stream water quality. ERU research findings directly inform harvest quotas and closed-season determinations.

3.2 Biodiversity Advocacy & Policy Council (BAPC)

Mandate:
Serves as the voice of the forest, leading legal defense against illegal encroachment, illegal logging, and wildlife poaching. BAPC conducts community education workshops, engages government forest services, and advocates for institutional support and carbon credit benefits.

CONCLUSION & GOVERNANCE COMMITMENT

By balancing resource utilization (ballast, firewood, grass, medicine) with active propagation (nurseries) and rigorous scientific oversight (research & advocacy), the Community Forest User Group ensures long-term ecological resilience and economic stability.
