Mark Carney will miss an event at the United Nations General Assembly on Monday because of technical problems at a key regional air traffic control centre that halted operations at every major airport in the New York City area.

Hundreds of flights were cancelled in the U.S. northeast after a key circuit failed at an air traffic facility in Philadelphia. The Prime Minister’s Office said Carney is still expected to arrive in New York City later Monday night.

Canada’s Ambassador and Permanent Representative to the United Nations David Lametti will speak in Carney’s place during a roundtable discussion on strengthening multilateral collaboration with European Council President Antonio Costa and Kenya’s President William Ruto on the sidelines of the UN General Assembly.

The discussion is taking place at the Partners for Multilateralism summit, or P4M, a gathering of leaders to discuss coalition-building and translating shared principles into practical action.


Carney, Costa, Ruto and Brazilian President Luiz Inacio Lula da Silva co-wrote an opinion piece published Sunday in The Financial Times that argues the global community is more interdependent than ever, “even as it becomes more fragmented and polarized.”

They pointed to climate change, global pandemics, financial shocks, conflicts and the closure of the Strait of Hormuz as global crises that require countries to work together.

Two people are critically injured, including a police officer, after a shooting outside a Belleville, Ont., synagogue Sunday night.

Ontario’s Special Investigations Unit (SIU) said a Belleville police officer was outside the Sons of Jacob Synagogue near Victoria and Bleecker avenues at approximately 7 p.m. when there was an “exchange of gunfire” with a man who was carrying a rifle.

Both the suspect and the officer sustained gunshot wounds and were taken to hospital, the SIU said. The officer is in critical, but stable condition. The suspect is in life-threatening condition.

The incident took place on Yom Kippur, the holiest night of the Jewish calendar.

In a statement, Belleville Mayor Neil Ellis said he was “deeply saddened” by the incident.

“Violence of this nature has no place in our community. The city of Belleville has zero tolerance for acts of violence motivated by hate. Everyone has the right to feel safe in out community, including when gathering and practicing their faith.”

The SIU is expected to provide an update on the investigation at 11 a.m.

French President Emmanuel Macron on Sunday backed a proposal for Canada to become the European Union’s first associate member as he and Canadian Mark Carney met fot a 3 hour meeting on The French territory of St. Pierre Island, which is located off the coast of Newfoundland.

“We are very much in favor of that agenda of closer ties with the European Union, as an associate member of the Union, as the president said, and as a full-fledged member of the European community,” Macron said in French while standing alongside Carney.

Macron’s endorsement comes days after European Commission President Ursula von der Leyen proposed making Canada the EU’s first associate member. Carney embraced the prospect and has argued that deeper ties with Europe would give Canada more alternatives and make it less vulnerable to economic coercion by any single country.

At a joint news conference with Støre, Carney rejected the idea that deeper ties with European allies should be seen as hostile to the United States, saying Canada is a better partner when it is “more independent or more resilient” and has stronger relationships around the world.

Conservative leader Pierre Poilievre says Canada will “never be the 28th state of the European Union” as Prime Minister Mark Carney pursues deeper ties with Europe amid a trade war with the United States.

Poilievre made the comments at a rally in Brantford, Ont., on Sunday, days after European Commission President Ursula von der Leyen said she wants Canada to become the first “associate member” of the European Union.

The Opposition leader says Canada already has a free trade agreement with Europe and close defence ties with the continent through NATO, but he doesn’t support European taxes, laws and what he calls “reckless European-style immigration” being brought to domestic shores.

Carney has said he welcomes von der Leyen’s ambitions for Canadian partnership but the nature of the new arrangement has yet to be determined.

He said he’s interested in expanding a number of ties, including opportunities for young people, and an integrated market for financial services.

Mark Carney says the House of Commons will debate and vote on the "framework" of the partnership.

Six people have been injured after a vehicle drove into the crowds at the Festival Western in Saint-Tite, Que. early Saturday.

At approximately 4:30 a.m., police received a 911 call about a vehicle that had driven into crowds at the festival on St-Joseph Blvd. in the Mauricie region.

Provincial police, Sûreté du Québec (SQ), told CTV News that the six individuals were transported to hospital with various non-life threatening injuries. The victims are two women, both 18 years old, and four men, aged 17 to 21.

The driver, a man in his 20s, fled the scene when police arrived. Police pursued the man and arrested him in Québec City.

Police said preliminary findings from their ongoing investigation indicate the incident was not premeditated. They told CTV News that alcohol has been ruled out, but investigators will continue to interview the man.

In a statement to CTV News, the festival’s director of communications said festival activities will proceed as scheduled today.

“An isolated incident beyond our control occurred early this morning on Saint-Joseph Boulevard. Our first thoughts go out to those involved and their families. We wish them a speedy recovery,” the statement reads.

“The safety of our festivalgoers, volunteers, and staff remains our top priority. The festival is a celebratory event where everyone should feel safe. That is why we are doing everything in our power to ensure their safety.”

The festival runs every September in Saint-Tite and features 10 days of country music, professional rodeos, and western-themed activities.

If Canada’s new trade deal with the European Union means we adopt its policies on climate change, it will be an economic disaster for Canada.

Mark Carney says Canada will retain its sovereignty under any deal with the EU and no one is going to dictate Canadian policies.

But we don’t know what being the EU’s first “associate member,” or having a “unique alliance” or “an alliance for the future” with the EU, as it has been variously described, means.

Does it mean, as Sun Media’s Bryan Passifiume reported Thursday, that Canada would agree to comply with EU environmental and industrial regulations?

It is more than twice as large as the land mass of all 27 EU nations combined and has a colder climate than any of them, the second-coldest on earth after Russia.

That includes its carbon border adjustment mechanism, which is a carbon tariff, a Canadian version of which Carney said he would introduce during last year’s federal election.

Canada is a big, cold, northern country with a relatively sparse population and a resource-based economy.

The idea that what works for the EU in terms of reducing industrial greenhouse gas emissions will work for Canada is absurd.

Trying to match the EU on emission reductions would provoke a massive recession in Canada — the very reason Mark Carney abandoned former prime minister Justin Trudeau’s absurd emission targets.
