Urban informal settlements are increasingly targeted during election cycles as centres of political mobilisation or violence.

East and Southern Africa’s urban crisis is habitually miscast as a shortage of houses or pipes. The real issue is power struggles that weaponise access to land, housing and amenities and treat inhabitants of informal urban settlements, especially the youth, as a means to mobilise political support.

This webinar will examine how informal urban settlements develop their own political economy, in which governments provide the bare minimum of basic services, making residents an ideal social group to mobilise for votes and violence during elections.

As satellite internet rapidly expands across Africa, public debate has often become focused on individual providers such as Starlink. This opening statement argues that the more important question is how governments should govern strategically significant digital infrastructure in ways that advance their national interests.

Speaking at the Built Africa Policy Roundtable on Starlink, Digital Sovereignty, and Infrastructure Control in Africa, I argue that this is fundamentally a governance conversation rather than a technology conversation. Technologies will evolve and providers will change, but governance frameworks should endure.

The discussion explores:

• Why strategic digital infrastructure should be viewed through the lens of national strategy
• The distinction between the roles of governments, regulators and markets
• Digital sovereignty as governance rather than exclusion
• Strategic coherence and national interests
• Why Africa requires enduring governance principles rather than provider-specific policies

Key message:

Infrastructure creates leverage. Good governance determines whether that leverage ultimately serves the national interest.

Speaker

Dr Joan Swart is a researcher in Strategic Studies at Stellenbosch University's Military Academy. Her work focuses on strategy, national resilience, digital infrastructure governance and geopolitics.

The Nigerian Government has expressed condolences to the governments and peoples of South Africa, Mozambique and Zimbabwe following the tragic loss of lives in recent devastating floods. The floods are reported to have claimed the lives of more than 200 people and displaced thousands across parts of Southern Africa after weeks of torrential rainfall that left entire communities cut off. In Zimbabwe, the Manicaland province has been hardest hit, with 41 fatalities and hundreds of displacements. For more on what is happening on that region, we were joined, from Gweru, in Zimbabwe, by Independent Journalist, Wellington Muzengeza.
