The state town planning department has proposed 142 modifications to the draft development plan for nine areas merged into PMC limits in 2017. The changes cover road widths and alignments, reservations for public amenities, and provisions for a garbage depot and truck terminus. Lohegaon has the most proposed changes at 31, followed by Dhayari with 20, Undri with 19 and Ambegaon Budruk with 17. The modifications are open for public inspection for 30 days at the town planning office, PMC headquarters and on the PMC website, after which the draft goes to the state government for approval.
PMC started the DP exercise but missed the deadline, so the state took over. A committee formed in 2024 published a preliminary draft in 2025, and hearings on objections were held earlier this year. Road widths are revised in parts of Lohegaon, Undri and Dhayari, amenity reservations such as playgrounds and water tanks are altered in Lohegaon, Sadesatranali and Mundhwa-Keshavnagar, and Dhayari gets a truck terminus along with a bus depot. Residents say the missing DP is holding back schools, gardens, parking and playgrounds. They want no cut in road widths, intact reservations and clear deadlines. An Ambegaon resident warned that many reserved plots are already encroached. Nearly a decade on, the wait itself is the real issue.

MSRDC has started repairing a 100-metre stretch just before the entry to the Connecting Link on the Pune-Mumbai expressway, using epoxy asphalt, after motorists flagged its poor condition and raised safety concerns ahead of the Diwali rush. An MSRDC official said the stretch is on an old bridge and could not be repaired during the monsoon. Epoxy asphalt is made by combining bitumen with epoxy resin, and it forms a stronger surface that resists water damage and heavy traffic wear better than regular asphalt. Because of the Diwali traffic, all lanes cannot be closed, so the work is being done in phases.
Motorists shared videos of the damaged patch on social media and asked why the approach road to a new infrastructure link was allowed to deteriorate. They want a maintenance audit of the entire 94 km expressway, covering pavement joints, shoulders, drainage and water-prone stretches, and a published time-bound maintenance plan. They also pointed out that the Indian Roads Congress recommends at least two condition surveys a year, one before and one after monsoon. Commuters want proper barricading, warning signs and traffic management during repairs. MSRDC says inspections and maintenance of the whole expressway are carried out regularly as per norms. For a corridor this busy, a good Connecting Link means little if the road leading to it is rough.

Pune Municipal Corporation will hand over 665 square metres of land in Dhankawadi to Maha-Metro for building the Padmavati station on the underground Swargate-Katraj corridor. The plot is reserved for a truck terminal and has a market value of Rs 1.15 crore. PMC has proposed adjusting twice that amount, Rs 2.31 crore, against Maha-Metro’s dues to the civic body. The city improvement committee approved the proposal at its November 3 meeting and sent it to the general body for final approval. Plots 8, 9 and 10 will be transferred. Leaseholders of plots 8 and 10 will get alternative plots of 225 and 220 square metres in Kondhwa Budruk. The lease of plot 9 is proposed to be cancelled, as it was transferred without permission and its use was changed in violation of the lease. The committee wants the full premium recovered and possession taken back.
In a separate decision, the standing committee approved Rs 76.80 crore on Thursday for a flyover or grade separator between Sugar Complex and the old Pune-Mumbai road, to ease traffic from K B Joshi Path. The project department will execute the work. The original estimate was Rs 73.51 crore, tenders were invited at Rs 61.89 crore, and a contractor has been selected. The total includes Rs 11.64 crore GST, Rs 41.82 lakh royalty and Rs 6.60 lakh for material testing. The committee also approved signing the agreement with the contractor. For south Pune commuters, one decision clears land for the Metro and the other targets a busy junction.

The Pimpri Chinchwad Municipal Corporation's Standing Committee has adjourned a proposal to raise ₹1,243 crore through loans for two major infrastructure projects, the Pavana Closed Pipeline Project and the city's Drainage Master Plan. Together, these projects are estimated to cost around ₹2,500 crore. For the Pavana project, estimated at ₹1,400 crore, PCMC plans to raise ₹700 crore through loans, seek ₹350 crore from the Centre's Urban Challenge Fund and fund the remaining amount through its own budget. The ₹1,093 crore Drainage Master Plan is proposed to receive ₹546 crore through loans, ₹273 crore from the Urban Challenge Fund and the balance from PCMC's budget.

💰 The proposal was adjourned after committee members raised concerns about PCMC's financial position and its increasing dependence on borrowings. The civic body already has ₹559 crore in outstanding World Bank loans, while revenue from building permissions has reportedly declined. The Urban Challenge Fund can provide grants of up to 25% of project costs, but its funding structure also requires civic bodies to mobilise at least 50% through market-based sources such as loans, bonds or PPP models. The proposal has been adjourned for further consideration, and has not yet received approval.

📌 The key question is whether PCMC can balance major infrastructure requirements with its long-term financial position.

The first of four tunnel boring machines for the Swargate-Katraj Metro extension has arrived in Pune, and tunnelling is expected to begin in January. The machine will be assembled and lowered underground to start excavation as soon as the launching shaft at Swargate is ready. Work on the shafts is already underway, and excavation of the shaft at Market Yard station has begun. These shafts will be used to lower machinery and equipment for tunnelling and other underground construction work.
The 5.46 km stretch will be entirely underground. Tunnelling will be done from both ends at the same time, with two TBMs working from Swargate and two from Katraj, and all four machines meeting at Padmavati. Because of the rocky ground along the route, MahaMetro has set a target of about 10 metres of tunnel per day for each machine, based on its experience from the first phase of the Metro project. The TBMs will work at a depth of around 28 metres below ground level. Once complete, the extension will take Metro service directly to Katraj, benefiting commuters from Katraj, Market Yard and Padmavati, and easing traffic congestion in south Pune. For a part of the city that has waited a long time for this line, January is the date to watch.

The Prime Minister on Tuesday virtually inaugurated Pune Metro Line 3 (Pink Line) from Maan to District Court via the Hinjawadi IT hub, and launched other projects. The Chief Minister, Deputy Chief Ministers and the Union Minister of State were present at the function in Pune. Addressing the gathering, PM said his government had made ease of living and transportation for the urban middle class a priority. He said India’s Metro network has grown from 248 km in 2014 to around 1,200 km, with services in 26 cities against five earlier and over one crore passengers daily. In Maharashtra, he said, only 10 to 11 km was operational in 2014 and about 200 km is running now.
Calling Pune an important centre for IT, automobiles, pharmaceuticals, startups and manufacturing, the PM said Metro projects raise a city’s competitiveness by reducing travel time and increasing productivity. He recalled laying the foundation stone of Pune Metro’s first phase about 10 years ago and said the Pink Line will connect one of Pune’s biggest IT hubs, while further expansion will link the older and newer parts of the city. The PMRDA commissioner made the introductory presentation, and the late Ajit Pawar’s contributions to the project were recalled. For Hinjawadi’s IT commuters, the real test now is how the line performs day after day.

🚇 Pune is set for a major expansion of its Metro network, with projects worth approximately ₹21,800 crore being inaugurated and launched on November 3, 2026. The biggest highlight is Pune Metro Line 3, also known as the Pink Line, connecting Maan in Hinjawadi with District Court in Chh.Shivajinagar. The approximately 23 km elevated corridor has an estimated project cost of over ₹8,300 crore and will connect the Hinjawadi IT hub with central Pune. Passenger services are scheduled to begin on November 4, with 17 of the 23 stations opening initially. The remaining six stations are expected to become operational in phases.

🏗️ Along with Line 3, the foundation stone will be laid for four new corridors under Pune Metro Phase II, involving an estimated investment of ₹13,500 crore. These include Vanaz to Chandani Chowk, Ramwadi to Vitthalwadi, Kharadi to Khadakwasla and Nal Stop to Manik Baug. The Pink Line will be operated entirely by women train operators, with approximately 30% of its electricity requirement planned to come from solar power. The new corridors are expected to improve connectivity to Kharadi, Magarpatta, Hadapsar, Warje, Nanded City and other growing parts of Pune. The larger question now is how effectively these projects will translate into improved public transport and reduced road congestion.
