Will the India–EU FTA Make Knowledge Costlier?

India and the European Union concluded FTA negotiations on 27 January 2026. Its Intellectual Property chapter covers copyright, trademarks, designs, trade secrets and enforcement. However, the published text remains subject to legal revision and is not yet in force.

The central debate is about balance. Strong copyright enforcement can protect Indian authors, artists, software developers and creative industries from commercial piracy. But rigid digital-lock rules may affect education, libraries, cybersecurity research, software interoperability and access to knowledge.

India’s Copyright Act, 1957 already provides safeguards. Section 52 permits fair dealing and specified educational uses, while Section 65A penalises bypassing technological protection measures when linked to copyright infringement and recognises certain legitimate purposes.

The EU maintains that the agreement aligns with Indian and European IP laws. Critics, however, seek clearer protection for statutory exceptions, intermediary safe harbours and lawful security research.

Can language transform governance?

On 18 September 2026, the Karnataka Cabinet granted Tulu the status of an additional official or administrative language in Dakshina Kannada and Udupi districts. The recognition is region-specific—it does not make Tulu an official language throughout Karnataka.

The move can make local notices, grievance mechanisms and citizen-facing services more accessible. It may also support Tulu literature, education, digital resources and the preservation of Tulunadu’s oral traditions.

Article 345 allows a State Legislature to adopt languages used within the state for official purposes. However, converting the Cabinet decision into everyday governance will require suitable legal notification, administrative rules, trained personnel, standardised terminology and Tulu-compatible digital platforms.

Tulu has not been included in the Constitution’s Eighth Schedule. Therefore, state-level administrative recognition and national constitutional recognition remain separate issues.

Will UPI Payments Above ₹2,000 Cost You More?

From 15 October 2026, NPCI’s revised MDR framework will apply to selected person-to-merchant UPI payments above ₹2,000. Most eligible transactions will attract 0.4% MDR, capped at ₹300, while specified sectors—including railways, telecom, insurance, fuel and agricultural inputs—will face a flat ₹5 fee.

Capital-market payments will attract 0.02% MDR, capped at ₹300. Person-to-person transfers, UPI AutoPay mandates, payments up to ₹2,000 and eligible small merchants remain outside this framework.

Crucially, MDR is paid within the merchant-payment ecosystem—not deducted directly from the customer. An 18% GST applies only to the MDR amount, not the full transaction value; eligible GST-registered businesses may claim input tax credit. The Indian Express

Around 96% of P2M transactions—not payment value—are reportedly below ₹2,000. For UPSC Economy, this raises a policy trade-off: funding secure digital infrastructure while protecting small merchants, consumers and financial inclusion.

Under India’s 2026 chairship, BRICS adopted the New Delhi Declaration with the theme “Building for Resilience, Innovation, Cooperation and Sustainability.”

Its agenda extended beyond geopolitics to practical cooperation:

Can the BRICS Bank Really Replace the World Bank?

The New Development Bank was created by Brazil, Russia, India, China and South Africa to finance infrastructure and sustainable development while giving its founding members equal voting power.

The NDB currently reports $42.9 billion in approved financing across 139 projects, including transport, clean energy, water and social infrastructure. In India, it has supported projects such as the Delhi–Ghaziabad–Meerut Regional Rapid Transit System.

Yet calling it a replacement for the World Bank would be premature. Its lending scale remains much smaller, it raises money through global capital markets—including dollar-denominated bonds—and its expansion into local-currency financing remains gradual.

The BRICS Contingent Reserve Arrangement also has limitations: only 30% of a member’s maximum access is available without an IMF-supported programme. The remaining 70% is linked to IMF conditionality.

The realistic goal, therefore, is not to replace the Bretton Woods institutions overnight, but to create additional sources of development finance and strengthen the bargaining power of emerging economies.

Why did Hyderabad initially refuse to join India?

After Independence, Nizam Mir Osman Ali Khan sought to preserve Hyderabad as an independent state, even though the princely state lay at the geographical heart of India. A Standstill Agreement signed in November 1947 failed to produce a lasting settlement.

Meanwhile, the growing influence of the Razakars, border violence, internal instability and unsuccessful negotiations intensified India’s security concerns.

On 13 September 1948, the Government of India launched Operation Polo, officially described as a “police action.” Hyderabad’s forces ceased resistance on 17 September, and the formal military surrender followed on 18 September.

The operation became a decisive chapter in India’s political and territorial integration. However, a balanced assessment must also recognise the communal violence and civilian suffering that accompanied and followed the military action.

Can air alone handle the heat generated by AI?

Every unit of electricity consumed by servers eventually becomes heat. As GPU-heavy AI racks cross conventional power densities—and some exceed 100 kW—traditional air cooling faces growing limitations.

Direct-to-chip liquid cooling, immersion systems and rear-door heat exchangers can remove heat more efficiently. However, the answer is not simply replacing air with water. Cooling choices must balance rack density, local climate, electricity demand, water availability and cost.

India is already witnessing different approaches. Google’s Visakhapatnam AI hub plans to rely primarily on air cooling during its initial phase, while TCS HyperVault is developing high-density infrastructure with direct-to-chip liquid cooling.

For UPSC, this connects Science and Technology with energy security, water stress, climate sustainability and digital infrastructure. India’s AI future will depend not only on faster chips, but also on how responsibly we keep them cool.

Tathastu ICS students attended the BRICS+ Dialogue 2026 in New Delhi, engaging with perspectives from India, Brazil, Russia, Iran, South Africa and Oman.

The first panel, From Margins to Mainstream, examined how women can move from representation to meaningful leadership through collaboration, institutional support and greater access to finance.

The second panel explored the *Innovation and Startup Economy*, highlighting youth entrepreneurship and cross-border opportunities in AI, space technology, EdTech, public safety and women-led development.

Moderated by Mr Prann Sharma, *Health Beyond Borders* connected Ayurveda, mental healthcare, insurance, accessible hospitals, pharmaceuticals and public-health initiatives such as Ayushman Bharat with possibilities for international cooperation.

For our students, it was more than an event—it was an opportunity to observe global dialogue, understand diverse viewpoints and experience diplomacy beyond textbooks.
