What is your approach to monthly commercial reporting?

Monthly report should tell the PM three things, where we are, where we are going, and what requires action.

● Where we are?

Approved budget
Actual cost
Certified payments
Progress

● Where we are going?

Forecast final cost
Cost to complete
Outstanding variations
Claims exposure
Risk exposure

● What requires action?

Major variances
Delayed approvals
Unresolved claims
Procurement risks
Potential budget overrun

That is a very PM-oriented answer.

Understanding the Contractor's Master Programme in Construction Projects.

The Contractor’s Master Programme is the overall roadmap for delivering a construction project within the required time, cost, and contractual constraints. It establishes the sequence and duration of activities, key milestones, dependencies, resources, and the critical path. It provides the project team with a clear plan of how the works should progress from commencement through to completion.

The programme is also an important project control and contractual management tool. It provides a baseline for comparing planned and actual progress, identifying delays, monitoring productivity, coordinating resources, and taking corrective actions. Regular updates are essential because construction activities, resources, design information, procurement, and site conditions can change throughout the project.

From a contractual and claims perspective, a properly prepared and regularly updated programme can provide valuable evidence when assessing delays, disruption, and Extension of Time (EOT) entitlement. It helps establish the planned completion date, identify the causes and effects of delays, and analyse their impact on the critical path. Therefore, the Master Programme is not simply a scheduling document; it is a key tool connecting planning, project control, cost management, risk management, and contractual administration.

🔴CPD Advanced Masterclass: The Unrealistic Cost Planning in the GCC | Estimates.LK | MrQS Newsletter

What happens when a project budget looks attractive on paper but has little connection with market reality?

In this advanced CPD Masterclass, we examine the commercial consequences of unrealistic cost planning across the GCC construction and development market. The discussion moves beyond the initial estimate to explore how flawed early-stage budgets can affect investment decisions, financing, procurement, tendering, contract strategy, construction quality, claims, and ultimately project viability.

The central issue is simple: when design ambition and commercial reality are not aligned at the earliest stages, the consequences can continue throughout the entire project lifecycle.

What You Will Learn

🔹 The commercial consequences of unrealistic early-stage estimates
🔹 How inaccurate budgets can undermine investor confidence and ROI assessments
🔹 Why underfunded projects encounter financing and joint-venture challenges
🔹 How unrealistic budgets damage relationships between employers, designers and contractors
🔹 The connection between unrealistic budgets and adversarial contract strategies
🔹 The risks associated with unsustainable tendering and "suicide bidding"
🔹 How low-cost procurement can contribute to contractor distress, disputes and claims
🔹 The impact of late-stage value engineering on design quality and functionality
🔹 Why early value management is more effective than destructive cost cutting during construction
🔹 How elemental cost planning can improve early-stage cost certainty
🔹 The importance of regional benchmarking and reliable historical cost data
🔹 Sensitivity analysis, risk allowances and contingency planning
🔹 Practical approaches to validating project budgets before design development and tendering

From Estimate to Project Risk

Cost planning is not simply about producing a number. It is about establishing whether the proposed scope, quality, programme, procurement strategy and market conditions can realistically coexist within the available budget.

A budget that is deliberately or inadvertently understated can create a false sense of affordability. Once the design develops and market pricing catches up with the project, the resulting gap can lead to redesign, scope reduction, procurement delays, tender disputes, contractor claims and significant commercial pressure.

For developers, consultants, quantity surveyors, cost managers, contract administrators and project controls professionals, understanding this chain of consequences is essential.

🔴 FIDIC Force Majeure Explained | Middle East Crisis & Contractor Rights

How does war affect construction contracts under FIDIC?

In this video, we examine how the February and March 2026 Middle East conflict highlighted the practical application of Force Majeure under the FIDIC Red Book. Using real project scenarios, we explain what contractors, employers, engineers, and consultants need to know when armed conflict disrupts project delivery.

Topics covered include:

• Force Majeure under FIDIC 1999 (Clause 19)
• Exceptional Events under FIDIC 2017 (Clause 18)
• The difference between Force Majeure and Employer's Risks
• Notice requirements and contractual procedures
• Extension of Time (EOT) entitlement
• Mitigation obligations during war and regional conflicts
• Supply chain disruption and material shortages
• Port closures, airspace restrictions, and logistics delays
• Termination provisions under FIDIC
• Interaction with UAE Civil Code hardship provisions
• Practical contract administration during geopolitical crises

Whether you are a Quantity Surveyor, Contracts Engineer, Project Manager, Planning Engineer, Claims Consultant, Employer, Contractor, or Engineering Consultant, this video provides practical guidance on managing contractual risk during extraordinary events.

construction costs are no longer driven by construction alone, global events, capital flows, energy markets, technology, demographics, and geopolitics are becoming fundamental determinants of project cost and commercial risk.

MrQS

An advanced masterclass podcast between two construction, commercial, and risk management specialists analyzing the global construction and infrastructure outlook, opportunities, and key systemic challenges.

#COMINGSOON

1. Geopolitical Risk & Supply Chain Stress: Discuss the spike in geopolitical risk, the commercial impact of shipping disruptions in strategic maritime channels like the Strait of Hormuz, Asian exposure to disrupted LNG trade, rising construction and home-building costs, and persistent supply chain pressures.

2. Global Megatrends Shaping the Industry:

- Digital Infrastructure & AI: The boom in data center construction, hyperscaler capital expenditure, and the direct impact on power demand (with data center electricity split 40% computing, 40% cooling, and 20% other associated equipment). Highlight Asia's role in the AI export market.

- Energy Transition & Defense: The shift toward nuclear power, the complex commercial trade-offs between cheap manufacturing imports and sovereign capacity (such as solar and battery manufacturing), and how rising military spending diverts public capital.

- Sovereign Funding Capacity: Contrast countries constrained by high gross public debt with those possessing fiscal capacity to invest heavily in infrastructure. - Demographic Divergences: The split between nations past their population peaks and those growing rapidly, and how urbanization drives long-term residential, non-residential, and civil engineering growth, particularly in Asia.

3. Systemic Implications & Challenges: Detail the severe labor shortages, the aging construction workforce, and a critical analysis of why artificial intelligence is highly unlikely to solve the sector's long-standing productivity deficit due to low potential sectoral benefit.
